Jorge Luis Fernandez Chamero was born in the People’s Republic of China in 1964. He studied Law at the Havana University from 1983 to 1988 and once concluded there studies exercised as penal and civil lawyer in a School of Lawyers until 1999.  In that anus he incorporates to the address of international Cooperation of the Ministry of Science, Technology and Environment in charge of the cooperation with Canada, United Kingdom, China and the India.

In 2001 were named Director of International Cooperation of the Ministry of Science, Technology and Environment and from that has participated representing Cuba and the Caribbean in numerous International Forums among those that we highlight:

• Member of the organizing team of the discussions on science and technology of the Summit of the South made in the Havana in 2000.
• Integral of the Cuban delegation during official visits of the Minister of Science, Technology and Environment of Cuba to China, Vietnam and South Africa in 2001.
• Head of the science delegations and technology from Cuba to the mixed Commissions of collaboration with France, The Basque Country and Belize.
• Alternating representative of Cuba to the meeting of Science and Technology of the Group of the 77 developed in Dubai, United Arab Emirates in October 2002.
• Integral of the Group of Cooperation in Science and Technology between Latin America European Union.
• Member of the organizing and integral Committee of the Cuban delegation that participate in the Sixth Conference of the Parts of the United Nations Convention of Fight against the Desertification and the Drought (UNCCD) taken place in the Havana in September 2003.
• It directed the Cuban delegation to the II General Assembly of the GEF taken place in Beijing in October 2002.           
• Member of the Council of the GEF from 2003 represented the Caribbean.
• Member of the Cuban delegation to the Sustainable Development Summit in Johannesburg, SA in 2002.

He has passed several postgraduate courses mentioning between those “Management of the international cooperation in Science and Technology” University of Harvard, United States in 2000 and Doctorate of the Cooperation in Sciences in the University of Madrid.

It has dictated several conferences in Cuban Universities and Latin Americans on the negotiation processes in the environmental sphere.
